PROPOSED

SENATE AMENDMENTS TO H.B. 2790

(Reference to House engrossed bill)

 


Strike everything after the enacting clause and insert:

"Section 1.  Higher education four-year baccalaureate degree study committee; membership; duties; report; delayed repeal

A.  The higher education four-year baccalaureate degree study committee is established consisting of the following members:

1.  The president of each public university under the jurisdiction of the Arizona board of regents or the president's designee.

2.  A member of the Arizona board of regents or the member's designee.

3.  Four community college presidents or chancellors or their designees, two of whom are appointed by the president of the senate and two of whom are appointed by the speaker of the house of representatives.

4.  Three members of the senate who are appointed by the president of the senate, not more than two of whom are members of the same political party.

5.  Three members of the house of representatives who are appointed by the speaker of the house of representatives, not more than two of whom are members of the same political party.

6.  A representative from the office of the governor who is appointed by the governor.

B.  All members of the study committee shall be appointed on or before June 30, 2020.

C.  The members of the committee are not eligible to receive compensation or eligible for reimbursement of expenses pursuant to title 38, chapter 4, article 2, Arizona Revised Statutes.

D.  At the first meeting of the study committee, the study committee shall appoint one member of the senate and one member of the house of representatives from among its members to serve as cochairpersons of the study committee.

E.   The study committee shall collect information and produce a report that includes the following:

1.  A listing of other states that allow community colleges or other higher educational systems to offer four-year baccalaureate degrees.

2.  An inventory of all partnerships in this state between the universities under the jurisdiction of the Arizona board of regents and community colleges that result in a four‑year baccalaureate degree.

3.  A description of the educational programs that the community colleges in this state would like to scale up in order to offer four‑year baccalaureate degrees.

4.  The impact of creating a single community college district governing board with jurisdiction over all community college districts in this state.

5.  The additional state, local and tuition revenue necessary to implement and produce four-year baccalaureate degree programs at community colleges in this state.

6.  The impact that offering four-year baccalaureate degrees would have on Arizona's community colleges' current transfer articulation agreements with the universities under the jurisdiction of the Arizona board of regents.

7.  The process and criteria for authorizing four‑year baccalaureate degrees at community colleges in this state.

F.  Legislative staff shall provide support services to the study committee.

G.  On or before November 30, 2020, the study committee shall submit a report of its findings and recommendations to the governor, the president of the senate and the speaker of the house of representatives and provide a copy of this report to the secretary of state.

H.  This section is repealed from and after December 31, 2020.

Sec. 2.  Retroactivity

This act applies retroactively to from and after May 31, 2020."
